Clinton did have a line-item veto for a few years, and used it to good effect. When he didn't have it, he used the veto to good effect. Certainly you remember the fights with Congress over his vetoes of appropriations "shutting down the government" which the Congress was unable to muster the votes to over-ride, and had to remove pork before passing. I believe Bush has yet to use his veto power for any purpose.
All presidents should have the line-item veto. In Bush's case, he'd probably just use it to punish the needy, but at least the government would spend less.
