semi, "mining district-size potential" means an area capable of sustaining multiple mining operations (targeting one or more types of ore), most often by a number of different companies, although it is not unknown for one company to control a district.

...Uh, on second glance, I'm not sure I understand your question. The only "standard" I know of for "project size" is whether or not it's economic, and that's not so much a question of size, but it can be. So, it depends on various factors.
