It would have made all the difference in the world. It would have meant Arab speaking soldiers. It would have meant enough boots on the ground to maintain order.


Unlikely. The Arab response wouldn't have change all that much just because of a UN endorsement. "Extra provocation" is a little less specific but absent something really drastic I also don't think it would have made a huge difference. Its not likely that there would have been any significant number of Arab "boots on the ground" for an American lead invasion of Iraq.
