Probably not a wise thesis topic if you want employment afterwards. First, this is more in the realm of sociology and neurology than biology. Second, there is research being done, just not by the President of the university. So, in that sense, he was speaking "ex cathedra".

A more useful line of pontification would be to identify gender-related aspects of testing and learning and see if that is related to the difference. Will we use this research to justify not hiring women? I hope not.
