Err, we seem to be chasing our tails! Yes, if someone had taken care of the problem it would now be gone. No one did, so the problem is still here.

Depending on your POV, you can argue that the other Arab countries should shoulder the burden, or Israel should, or some mix should, or perhaps Uganda should. But nobody is.
