The King and the Mukhabarat, like other Arab countries. The current king is making some stabs at democratic reform, we'll see if they mean anything. But the point is, when the population is 80% Palestinian already, another percentage point here or there isn't going to make much difference. The 2004 pop is listed at 5.6M, with 1.7M Pal refugees. I'm assuming those are non-citizens Pals within Jordan. CIA Factbook did not clearly state that. If so, those are large numbers.
