Hi Altie, Yes, lots of paranoia.These officials are fearful of the minorities, foreigners, etc...but I think they are mostly afraid of other party officials...CYA I hope to get national NGO status soon, that may alleviate the problem. I let Hung decid e the bribe question. I worry about creating a feeding frenzy....Hung is liberal with small "presents"...smokes, meals...etc Politics and policy tend to ebb and flow there, maybe they will begin to flow again, soon. over 60F here and all of the ski areas are closed.
