Lets have fun with the numbers:

411,000 RE Agents in California.

35,484,453 People in California.
census.gov

But, approximately 35% of the population is under 25. (28% under 20).
census.gov
If we remove these people, that leaves 25,417,942 adults and a ratio of 1:62.

Even better, California is estimated to have 12,656,882 housing units (this includes rentals).
SOURCE: census.gov
This gives a ratio of 1 agent to 31 housing units.

But only 65% of the units in California are owner occupied (the rest are rentals). This gives a ratio of 1:20.

Now if people move on average every 7 years, that gives a ratio of 3 houses to sale per agent per year.

Of course, I'm sure most of those "licensed agents" are not active.
