Or else prevent someone else from releasing a major plague in retaliation? It would certainly seem that many/most of those microbiologists knew a great deal about bacteriological warfare. David Kelly, for example, besides knowing about the UK arrangements at Porton Downs, also knew what the US, Israel, Russia and Germany were up to. Wouter Basson, the bacteriological expert of the SAn apartheid regime, had also been to Porton Downs and the US establishment.
