As near as I can tell, the theory behind EMP weapons is supposedly sound. I saw an article not too long ago that talked about something along those lines being the basis of Rumsfeld's lobbying to keep the cold war going an extra 20 years. Rumsfeld argued that the simple fact we didn't have a scrap of evidence that anything of the kind existed, just proved how careful the evil Russians were to keep it secret. And of course there's always the never ending question, "Will an aluminum foil hat truly protect one from such devices?" en.wikipedia.org Perhaps this is why Bush rarely appears in public. He's afraid of taking his off for the cameras.
