Generally, more or less. But there is a thing called prudence. Once something gets down to a certain size it becomes transparent to things like cell walls, and if small enough, transparent to even genetic processes. Because it is inert, it just gets out of the way. Helium is an anesthetic, surprisingly, but through indirect actions. I don't know if the exact mechanism is known. So that's about as small and inert as things get. I googled for some problems with He but couldn't find them.

Also keep in mind, the word "blue blood" comes from the fact that people that used silverware and silver dishes eventually get so much small particulate silver particles (an almost inert material) in them, their skin and other organs turn blue, producing argyria. It didn't seem to kill them. But still...
