New Zealand in the 1980s sent all the farming pets out to earn their own living. No more subsidies. It was cold turkey.

That was good, but now there are huge numbers of dole bludgers instead, and government employee bludgers [a burgeoning drain on the productive] and pet Maoris [who are funded by taxpayers]. So we are losing ground.

As competition around the world continues, communities which keep expensive pets are likely to lose productive people and business opportunities to more rewarding places. It's a slow process though and all countries have plenty of bad points, so finding a good country is like looking for a needle in a haystack. Luxembourg is a pretty good place.
