If you mean by operation of law, Rice has moved way up in the presidential succession list. To recap, Vice President, Speaker of the House, President pro tem of the Senate, then Secretaries of State, Treasury, Defense and Attorney General. The list goes on.

But if Cheney is unable or unwilling to serve out his term, the President appoints the next VP.

But if you mean by choice of the next presidential candidate, why would, say, George Allen choose her as his running mate? The next Republican administration won't be part of the Bush dynasty, is my guess.
