If you mean collectively better diets, better technology, better training methods can produce many winners in sports, I agree.

But genetic origin still plays a major part. Africa produces the fastest runners in the world, not developed countries. What the developed countries can do, and often times do, is to "buy" them, and give them citizenship. Although I do not have statistics, but I think a significant percentage of Olympic medal winners in developed countries are fresh new immigrants from poor countries.
