Please re-read the first two sentences of the second paragraph of your post. Do you see an inconsistency?

Don't be silly. Saddam is responsible for the deaths of millions of people. He makes Idi Amin (a despot who had to be removed by an invasion of foreign troops) look like a petty thug. Saddam is probably responsible for more deaths than Pol Pot (another despot who had to be removed by an invasion of foreign troops).

BTW, Under the "watchful eye" of UN Sanctions, Saddam punished his domestic enemies, and killed far, far more innocent people than have died as a result of the U.S. invasion and current occupation. Under the "watchful eye" of the UN, Saddam diverted billions of dollars from the "Oil for Food Program", building palaces, bribing individuals and corporations, while hundreds of thousands of Iraqis died from starvation or the lack of medicine.
