I don't find that unexpected at all. It probably yields *better* than high-bin Prescott, because each core need only run at 2.8-3.2GHz. 130W is also the requirement for Prescott 650, 660, 670, so that won't be new cooling, really. On average, it will perform much worse than a single core 660 or 570 on the vast majority of single-threaded applications for the desktop. Who would pay more to have their games run much slower?

It's a crappy product, but Intel wants to release it quickly to save face. So, they price it for what they think they can get, which is not much compared to top-bin single core desktop parts.
