Could there be a difference between dual P4s on the same FSB than two P4s on different FSBs? Two CPUs can send snoop transactions to eachother, but can they send them to the other side of itself?

I'm not sure what you mean. Currently there is no such thing as a different FSB for dual systems. In a dual processor system both cores are on the same bus. In a dual core system they are also on the same FSB but the connection is inside the package instead of out on the MB. Still connected together and still visible to each other in real time in either case.
