I don't know if I would call it a disaster. The tsunami was a disaster, the Yellow river bursting over its banks in 1887 killing probably close to a million people was a disaster.

California's attempt at a new regulatory scheme was a serious mess up with expensive consequences but it wasn't anything like those things.

If things had staid status quo you wouldn't have had the mess up. If they had a better plan for reform then you also wouldn't have had the mess up. Mess ups are not unusual when you start with a foolish plan and implement it in an incompetent way.
