I wouldn't call that a disaster. Prices can change that much in many areas even without a serious government mess up like this one.

I think Government has a place when it comes to essential services

Government had a big role in this "disaster". It regulated the industry before the change, during it, and after it, it planed the change and changed laws and regulations to make it happen.
