So you blame the Government for the mess and not those private Co.?

Both were involved. The private companies took advantage of the system and some of them may have acted illegally even within the new system. The government put in place a foolishly designed system that even if strictly obeyed by the companies would lead to problems. The regulations that CA had before could have continued to work, serious and well though out deregulation could have worked. The regulatory changes CA put in place seem like they where deliberately designed to cause problems, and would cause problems again if exactly repeated in another state even without companies acting like Enron.
