To think that we can improve the standard of living for the average citizen of the world by providing an opportunity-based initiative to develop undiscovered talent just seems sensible. If I have valuable stuff in my garage, I shouldn't ignore it just because the garage is dusty and the good stuff may have a layer of dirt.

It is simply a matter of utilitarian efficiency to develop every citizen to his or her full potential. It's also nice.
