You can rearrange your bookmarks however you want after Firefox imports them using Manage Bookmarks -- it's a nitpicky job, but less tedious than other browsers because it doesn't tend to drop entire folders inside other folders by accident.

designate where I want my bookmarks to go when I add them.

In MSIE of FF you can create a folder hierarchy and specify which folders you want to put specific bookmarks in.

Right click on the Favorites List or any particular folder or sub-folder therein and click sort by name to alphabetize.
