Any time I make a statement like that, I provide links to support it.

The Yen did not go down. Maybe you were looking at a chart of the the value of the dollar in Yen instead of the Yen in dollars. The value of the Yen went way up during that period and stayed high, IN DOLLARS. The value of the Yen tripled between 1985 and 1995, and it then varied, as currencies do, but remained high.
