you may be able to still find it at a bookstore, $8 paperback. It is online but that sucks in trying to read it that way for me. faqs.org Clinton and Bush blew it. Clarke knew and tried, coming into several meetings with a military plan but Berger/Clinton kept rejecting him. Clarke was right, but Rice also blew him off.... The heroic efforts of everyone at the WTC is worth reading by itself. It's 700 pages, but the second half of the report is appendixes and notes and recommendations by congressmen who are well winded...
