Close your eyes and imagine a school system that doesn't allow illegal aliens into it. Imagine a school system where incentives are aligned with tangible goals that must be achieved, so that accountability can be had. Imagine a school system where teachers are graded just as the students are and where a teacher can be fired if they aren't up to snuff.

Imagine a system where if the parents aren't satisfied with the school their kids are in, they can tranfer the money earmarked for their student from public tax revenues earmarked for schools, and use that money to send their kid to a better school. A free market would develop that would lift all boats. Schools that underperform would go out of business. Schools that excel will thrive and the students with them.

But that takes true imagination, divorced from failed socialist ideology.
