I believe Clinton, like many recent presidents, had no choice but to operate according to the powerhouse' will in the main things during his terms. I guess (just guessing at this point) he did not agree to start the second Iraq war despite the Neocons' strong pushing. Anyway, he did not do enough to please the boss on some main issues and almost got kicked out from his presidency for 'having an (setup) affair with a woman'. That's the political reality.
