As with Iraq, letting Iran prove Bush wrong isn't the Bush admin's goal here. They do not want inspections by the UN just as they cut them short in Iraq. If there are no problems or problems that can be fixed in Iraq, there is no justification to proceed with incompetent American imperialism. What is the fun of that.

Bush has been purposefully muddying up the Iran/Europe talks so that they WILL FAIL.

The purpose of the American Hegemony project from PNAC is to topple all of these regimes in some nonspecific manner using the US military. PNAC then expects some American-hegemony-friendly liberal socioeconomic democratic country to magically arise. Considering how well PNAC has done in Iraq, it is Godlike arrogance and pure insanity to try it again.

Oh yes, the other motive is to bankrupt the US Treasury thus paving the way for (Grover Norquist reigns!) complete demolition of all progressive, socioeconomic activities in the government: Medicare, SS, progressive income tax, secular public education, etc.

This isn't a conservative Republican regime, it's a radical aristocratic takeover of the US of A. It sounds extreme but it actually IS extreme.
