If Globalstar hadn't done such a dopey marketing strategy, resulting in years of delays in roll-out of gateways and a new constellation, Sri Lanka, India and the rest would have been covered by Globalstar service, and somebody would certainly have been able to phone and the information would have moved out faster.

PS: Surely you aren't the slightest surprised that Globalstar has nothing to say about the tsunami catastrophe. There's nothing for them to say other than gratuitous comments. Of course it would have been better if there was coverage. Anyone can work that out.
