U.S. fourth graders rank high in literacy compared to students in other countries, according to a report released by the International Association for the Evaluation of Educational Achievement.

The April 8 Progress in International Reading Literacy Study (PIRLS) showed that the United States performed better than 23 of the 34 countries participating in the survey. Sweden and England were some of the top performers while Iran and Kuwait were at the bottom of the list.

Arlette Willis, University associate professor of curriculum and instruction, said the United States may be ranked high internationally because of some key exclusions.

"Studies in the past have excluded children in special circumstances, which changes things," Willis said.
