Cleveland was hanging out in the office. He wanted to trade. Tony set up an acct and let him trade. Cleveland was no longer an agent. I'm assuming Tony set up accounts with Tony capital for whomever might hang out in his office as a regular practice? Gee, SI members, you've been hanging out in the wrong locale! Maybe AP offered the admitted-felon Cleveland a new AP-drafted FBI handbook re trading rules at the same time?
