Being regional instead of global was due to the dopey idea that Globalstar should play second fiddle to the terrestrial GSM networks. It would have been better to take it out of Vodafone's hands [and the other olde style terrestrial telecom monopolists] and sell it as a standalone service, competing head on with all other services. There was also the old problem of creating roaming agreements with greedy dog-in-the-manger attitudes resulting in tribal fiefdoms. Mqurice
