At the top levels, perhaps; unfortunately at the lower levels, it took thousands of people thinking stupidly also for five years leading up to service launch. Doesn't speak very highly of the creative environments at these corporations. Except, of course, when one looks closely at the poorly written contracts of the consortium players and service providers, one might conclude there is more money to be made for some just to let the whole thing burn. And burn it did. That's when people start to smell a rat or two or three or...
