You're absolutely correct, but most people who say they are atheist do so in the context of people to whom they are speaking, ie the vast majority of people belief in a personal god and in the US 80-85% go further than that and are Christian. The proclaimed atheist in such situations means that he doesn't believe in a personal god or other god's including Jesus Christ.
If you wanted to discuss it more profoundly with him, he would most likely tell he is really an agnostic for the reason you stated. Who is smart enough to know what the answer is?
