Saddam was never a "CIA operative". In the 1959 assassination attempt, he was ONE of the assassins and the operation was aided by the CIA, but at most, that makes him an "asset". Like a foreign national recruited to spy on his country and report to the CIA is an "asset". It's not a trivial distinction.
