Fortunately we live in a free society where people wisely refuse to allow people like you to persuade them that arresting people and "smacking people around" is lawful and consistent with democracy. Your way is the road to the police state. Iraq is once again using torture. The US tried to create a cover for its use of torture, and it remains unclear whether our use of torture is now publicly denounced but quietly outsourced to other countries -- to police states that allow us to lead a double life.
