Not sure what that has to do with it. This is one of those wait and sees. Bush already said that he would be "disappointed" if the Iraqis elected themselves a theocracy, but he didn't say he'd veto such a plebiscite. Yes, maybe by some definitions, they are already in civil war, but that is going to be hard to tell until the big guns leave.

I don't see how you can possibly think that a draft is out of the question. IF the Bush administration decides to go after Syria and Iran (and then North Korea starts pulling some shenanigans), I think we could then see China make a move on Taiwan. Bush has already said there would be limits to how far we’d go to support Taiwan. We are simply spread too thin and our forces are too poorly trained to enter into yet another theatre.
