I will end my part of this discussion by saying that pulmonary function labs across the world make adjustments to normal value to account for racial differences. Committees of health care professionals decide to do this after careful consideration of current medical literature, and with the populations they care for in mind. In making their decision they do more than a 10 minute goggle search. They make their decisions in order to provide the best care for all their patients.

Different labs make different choices. It is complex decision, with many factors to weigh. No pulmonary function lab I am aware of has ever been criticized for being racist if they decide to adjust normal values for race. Anyone who tried to claim these decisions are made as a result of a Carter era go-mnt conspiracy, would be outing themselves as nut cases. In that sense it is uncontroversial even though, as I said different professionals come to different conclusion.
