Historically decentralised ruling of the whole country has not been a new concept. Grassroot level democracy has existed forever. It was known as "Panchayat" . They were essentially little republics representing the welfare of it's people. While it may be true that upper class people tended to be members of Panchayat, but they were representative of their village as a whole. Even till this day, this concept is alive, well and thriving. Britishers liked this to the extent that they encouraged and promoted it.

But feel free to disparage the country and keep your head in the sand. It is your preregotive.

You cannot argue with yahoogle on this since, I think, he is from the Indian sub continent for havinf to know about the "village panchayats.". The "panchayat" system still exists in India today and the British tried to subvert this. Or else why would Gandhi fight for freedom. Here is an excerpt:

Heard a few right-wing talk show morons today. All of them think that after the Sunday elections, the Iraqi insurgents have no choice but to throw up their arms and walk away... what a bunch of idiots.

We went to war in Iraq to remove Cheney's "nuclear weapons" that we feared could lead to Condi's "mushroom clouds", expecting Wolfowitz's "people greeting us as liberators". And two years later, we are fighting Rumsfeld's "dead enders" in Dumbya's "valley of peace"... Perfect.
