Maybe society has not changed as much as we'd like? He keeps getting elected to office.

Fortunately, he's so old he's destined to go the way of the dinosaur sooner rather than later. The US Senate doesn't need a token representative of an historical racist representing our nation regardless of how much pork he sends home.
