I think you underestimate the affect bonuses can have.

Ditto!

Nuclear trained enlisted people can receive up to 60 grand to re-enlist

Not an equivalent comparison.

Let's see how many nuclear sub personnel want to reenlist when their buddies have been dying in combat for three years.

How much money would convince you to fight 2-3 tours as an Infantryman, in Iraq, beginning tomorrow?

Morale would not be lifted by enforcing people to join the service.

I would imagine the casualty rate would go up, too, which doesn't enhance either morale of support.

The nuclear fast-attack submarine USS San Francisco (SSN-711) has entered dry dock to assess damage sustained after running aground approximately 350 miles south of Guam on Jan. 8.

The Navy former dry dock known as "Big Blue" is capable of docking ships that weigh up to 40,000 long tons. The Navy certified Big Blue for the one-time docking of USS San Francisco.

The submarine crashed into an underwater mountain at high speed while submerged on a deployment to Australia. One crew member was killed and at least 60 injured in the collision.

San Francisco is the second fast-attack submarine to be attached to the forward-deployed Submarine Squadron Fifteen, home ported on board Naval Base Guam.
