If I were to speculate, I would presume that a number of sudden floodings/ sinkings / tsunamis happend to ancient cities, and that part of the stories were conflated together into the Atlantis story. I would also assume that the location descriptions are way off.

With expanding undersea archelogy, we may find more ruins and artifacts to expand our knowledge...
