Exactly. Part of the RICO statute as interpreted by the judiciary has been the element of an ongoing pattern,a closed circuit of repeated activity, and/or the threat of reoccurrence in the future. What reason exactly would any of the RICO participants have to cease their illegal conduct, 100% trades based on highly accurate FBI information? Virtually none. If AP and Royer had not been investigated or indicted, it's a safe bet that the Enterprise would still be in business to this day.

In an enterprise, what makes it so insidious, is that it feeds on itself if not checked.

Why? While not admirable, it's true.

I'm surprised to see Janice state that shorts often will take stock to call off an attack.
