OK, I'll take your word for it. If the company is doing it because it has been threatened, or reasonably believes it has been threatened, it's still extortion.

Otherwise, if the company is doing it because it just wants to stop shorts, then, in that case, it's probably manipulation and the shorts are conspiring with the company.

Note, I'm not saying that shorting is the manipulation. Rather issuing discounted shares, without full disclosure, to affect the market, probably falls under 10b-5 and other regs.
