Considering the "leaders" of the EU were in Saddam's back pocket and they made billions of the oil for food scandal, it is the least amount they can pledge.
If Saddam hadn't been captured, he would have controlled most of the EU.

Saddam already owned the UN, what was left for him to control?

Let's wait and see who in the US turns up as a "partner" to Saddam in the UN...
