All the services always turn away applicants. Many who apply are not qualified for a wide variety of reasons.

According to the recuiter I spoke with....qualified applicants are being turned away in the Navy and AF.

Marine recruiting: 9 consecutive years and still going strong

"For nine consecutive years, the Corps has continued to
meet its recruiting goals by enlisting approximately 38,000
new recruits a year to fill the Corps’ ranks. In FY04, Marine
recruiters sent 36,794 young men and women to recruit
training for the opportunity to become a United States Marine."

Services Meet 2004 Active Duty Recruiting Goals

The Army, Navy, Air Force and Marine Corps all made their active duty recruiting numbers for fiscal 2004, according to DoD documents.

The Army enlisted 77,587 soldiers through September, besting the year's goal by 587 soldiers.

Through Sept. 29, the Navy reported that it enlisted 39,874 sailors, bettering its goal by 254 sailors.

The Air Force said it enlisted 34,362 service members for the year, topping its recruiting goal by 282 people.

The Marine Corps reported it had enlisted 36,794 service members for the fiscal 2004, which topped its goal by 21 enlistees.

Special Forces recruiting exceeds year-end goals

FORT BRAGG, N.C. (USASOC News Service, Jan. 7, 2005) — The U.S. Army Special Forces Recruiting Company here exceeded its recruiting goals during fiscal 2004, and is on track to surpass its 2005 goals, according to company 1st Sgt. Chris L. Hochstetler.

“Our enlisted active-duty recruitment goal in 2004 was 1,600 Soldiers,” said Hochstetler.  “We recruited 1,628.  And being three months into fiscal year 2005, we are ahead of schedule.  It’s all because we got creative.”
