If we offered training in either or both types of 'needs', we might have the people for the jobs, and the people would have training they could use in their future careers... We do. A minority of the military are "trigger pullers." I suspect that you will come down on the side of "voluntary" remaining voluntary. Otherwise, there is no difference between you and any collectivist out there who thinks it is perfectly fine to have the state tell people what to do. There is a bright line between agreeing to obey stop signs and being forced to work.
