The difficulty is not in developing the computer system. The difficulty, I think, is that, to have a proper audit trail, you'd have to face two taboos. Inherent in any info system is the requirement for a unique identifier for the widget, in this case, the voter. This pretty much implies some kind of national ID. Then you have to store the votes connected in some way to the identifier. There goes vote secrecy. Each step alone would make a lot of people itchy.
