UN Special Human Rights Envoy to the Occupied Territory, South African Law Professor John Dugard said on the 27th of January that the Israeli Prime Minister Ariel Sharon’s Gaza withdrawal plan didn't mean Israel would cease to be subject to the Geneva convention on the treatment of civilian under military occupation. "It will remain an occupying power still subject to obligations under the Fourth Geneva Convention," Dugard said. In his annual report to the UN Commission on Human Rights, Durard also condemned Israel’s merciless incursions into the Palestinian territories and the demolitions of civilians' house, saying that Israel this amounted to war crimes. Dugard, moreover, said that the Israeli army carried out "massive and wanton" destruction of the Palestinian’s property during its incursions into Gaza city during the past year. "The demolitions of houses in Rafah , Jabalya, and other parts of Gaza probably qualify as war crimes under the Geneva Convention." Israel said repeatedly that its army would keep hold of the borders between Gaza and the Sinai Peninsula and retain control over Palestinians' travel movement. Earlier this week, the Israeli military said it was studying plans to demolish hundreds of Palestinian homes in Rafah, in an attempt to regain its control on the border area and try and prevent weapons smuggling into Gaza from Egypt. Israel’s planning to demolish more homes in Gaza as well as the digging of a canal prove that Israel is seeking to regain ultimate control over Gaza, even after the so-called ‘Gaza Withdrawal’. Palestinian officials have repeatedly warned of Israel’s hidden intentions, saying that the Gaza disengagement plan is actually a plan to strangle the 1.4 million Gazans as it will retain control over all border crossings between the region and the outside world. "If the Israeli army retains control of border crossings with Egypt, this effectively means that the Gaza Strip will become the biggest detention camp in the world," said Majdi al Khalidi, PA spokesman. Handing over security operations The Israeli army said on Friday it was winding down its military operations in Gaza. Israeli forces will cease their operations in areas where Palestinian security forces were deployed recently, the Israeli army said in a statement. About 3,000 Palestinian security men were deployed last week in the northern Gaza Strip, part of the Palestinian Authority’s efforts to stop anti-Israel attacks. Gideon Meir, Israeli Foreign Ministry spokesman, says that the move was taken after the Palestinian Authority showed its seriousness about preventing attacks against Israeli targets. "In the days to come, we will see a change in the operational activity of the Israeli Army," Mr. Meir said. "In those places where the Palestinian Authority will take responsibility to stop terrorism there will not be need for any Israeli activity in those areas."
