Hitler came to power and Germany rearmed, madam, because the French and British LET THEM. Because they were so afraid of once again taking the sorts of losses they did in the trenches of WW1 that they would do ANYTHING, including appeasing an arrogant dictator with grandiose ambitions, to avoid it again. The terms of the Versailles Treaty gave both nations the right to intervene militarily in Germany to stop them. Well, the French, at least, got what they wanted. They avoided trench warfare.
