You think brainpower is irrelevant? Culture just a hobby?

So a tribe of lucky chimps could just as well have come up with the industrial revolution? Or any of the totalitarian regimes around the world?

It was a matter of energy, talent and charm which created the industrial revolution. John Stuart Mill didn't write "On Liberty" bartleby.com in China or Africa or Brazil. That and millions of other cultural and intellectual attributes, combined to create the climate for the great leap forwards.

Luck? Chance? Hahahaahah! Though it doesn't mean those now alive can sensibly boast about what their ancestors achieved, any more than Germans born in the 21st century should feel ashamed of their nazi ancestors' efforts.
